Gerald G. Reed, Ph.D. Professional Biography Dr. Gerald Reed has over twenty-five years of public sector experience in both the U.S. and internationally. Most recently, Dr. Reed was the Director of CoverTN and CoverRx, two health programs started by former Governor Phil Bredesen to support low-income Tennesseans. Dr. Reed began his public service career in 1981 by serving six years as a research analyst for the Tennessee State Senate. He provided legislative research, policy analysis, and developed legislative proposals. Additionally, he served as a lead staff member of a special House-Senate joint committee studying the development needs of the Tennessee General Assembly. During this period, Dr. Reed also served on the Steering Committee of the Research and Committee Staff Section of the National Conference of State Legislatures and on the Steering Committee of the 1986 Southern Legislative Conference on Children and Youth. Between 1994 and 2008, Dr. Reed served as the Assistant to the Tennessee Secretary of State for Public Policy. His responsibilities included advising on policy issues as well as serving as the Secretary’s staff person and/or designee to various boards and commissions such as the State Funding Board and the Tennessee Housing Development Agency. He also led the formation of the Tennessee Ethics Commission. In 2008, he was appointed the Executive Assistant to the Secretary. Serving as the Secretary’s chief deputy, he assisted in managing the department which had a $64 million dollar budget, nine divisions, and 443 positions. Dr. Reed initiated his international work in 1989 with a two year assignment as an organizational development advisor at the United Nations Latin American Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD) in San José, Costa Rica. Between 1991 and 1993, Dr. Reed managed democracy building projects with a focus on legislative development in ten Latin American and Caribbean countries for the dean of Florida International University’s School of Public Affairs and Services. He also taught undergraduate and graduate courses in the school’s Department of Public Administration. Dr. Reed continues to work occasionally at the international level as a consultant with past assignments in El Salvador, Sierra Leone, Ukraine, and Paraguay. Dr. Reed’s writing has appeared in various publications including the NCSL magazine State Governments, the International Political Science Association’s Working Papers on Comparative Legislative Studies, and the Congressional Quarterly Press’ Encyclopedia of Parliaments. Dr. Reed received a BA from Prescott College, a Masters in International Management With Distinction from the Thunderbird School of Global Management, and a Ph.D. in Public Administration from Tennessee State University's Institute of Government where he was inducted into Pi Alpha Alpha (public administration’s honor society) in 2007. He currently holds an affiliated professor appointment with the Center for Latin American Studies at Vanderbilt University and an adjunct professor in political science appointment at Middle Tennessee State University. Dr. Reed’s professional and community service includes serving on the American Society for Public Administration president’s “kitchen cabinet” (2007-2009) and as a founding board member of the non-profit organization Conexión Americas between 2002-2003.
